Board Members

Our district is governed by a five-member Board of Commissioners who are elected to serve by the people. Board members serve 4-year terms.

The Southwood Park Water District is looking for volunteers for our Water District Board. The Board meets monthly on the fourth or last Wednesday of the month. The meetings are held virtually and in-person and are open to the public.

Jonathan (Jon) Howell, Board Treasurer - Position No. 2

 Jon has been a resident of Southwood since 1991 where he and his wife raised two children. He graduated from Willamette University with a Bachelor's Degree and received a Master's Degree from Portland State University. Jon is a Certified Public Accountant (CPA), licensed in Oregon, and is a member of the American Institute of Certified Public Accountants. Jon was elected to the Water District Board in May 2021.  Jon’s goals for the District are to establish clear, written policies for the ratepayers' easy reference, assist with budgeting to establish a long-term maintenance and improvement plan to ensure the District can continue to provide safe, reliable, clean drinking water for the residents in perpetuity, and then help oversee this plan with the District's engineers and contractors. Jon’s current term expires June 30, 2025.

 

Kelli Byrd, Commissioner - Position No. 3

Kelli was elected to the Board in May 2019. She and her family have lived in Southwood Park Water District since 2012. Kelli’s goals for the water district are: to provide safe, clean water at an affordable price; more transparency of the water district business operations; and to properly maintain the water district’s infrastructure. Kelli's current term expires on June 30, 2025.

Lisa Hilker, Commissioner - Position No. 1

Lisa was elected to the Board in May 2023.  Lisa and her family moved to the neighborhood December 2008 after discovering Southwood Park was the Portland area’s best-kept secret.  Her passion for Southwood Park continues to grow.  She is vested in her neighbors, community and a healthy, safe, long-term water district.  Lisa was frustrated with the neglected upgrades to our district and is eager to help establish a system that provides clean, affordable water for generations to come.  Lisa's current term expires on June 30, 2027.
