Our district is governed by a five-member Board of Commissioners who are elected to serve by the people. Board members serve 4-year terms. 

K.C. Rogers, Chairman of the Board - Position No. 4

 

KC has lived and owned a home in Southwood Park since 1983. He has a 2 year degree in electrical engineering and worked in public service for 39 years. Now retired he volunteers his time with Southwood Park Water District. I've been trying my best to save the district as much money as possible to address the back log of deferred maintenance and upgrades. While providing the best and safest quality water at a affordable price. K.C. 's current term expires June 30, 2027.

 

Lisa Hilker, Board Secretary - Position No. 1

 

Lisa was elected to the Board in May 2023.  Lisa and her family moved to the neighborhood December 2008 after discovering Southwood Park was the Portland area’s best-kept secret.  Her passion for Southwood Park continues to grow.  She is vested in her neighbors, community and a healthy, safe, long-term water district.  Lisa was frustrated with the neglected upgrades to our district and is eager to help establish a system that provides clean, affordable water for generations to come.  Lisa's current term expires on June 30, 2027.

Jim Hilker, Commissioner - Position No. 2 

Neighborhood resident since 2008.  Want to ensure safe water and a resilient system to ensure the water flows for decades to come.

 Kelli Byrd, Commissioner - Position No. 3

Kelli was elected to the Board in May 2019. She and her family have lived in Southwood Park Water District since 2012. Kelli’s goals for the water district are: to provide safe, clean water at an affordable price; more transparency of the water district business operations; and to properly maintain the water district’s infrastructure. Kelli's current term expires on June 30, 2029. Position No. 3 

 

Sevrin Holden, Commissioner - Position No. 5

Severin Holden moved to Southwood Park in 2021. He joined the Southwood Park Water Board in July 2025.
